The Japan Science and Technology Agency (JST) Sakura Science Program Headquarters (SSP) held the second Japan−India University Forum on September 30, 2023 at the Prince Kyoto Takaragaike. The forum was organized with the aim of creating the foundations for exchange in order to facilitate further collaboration between India and Japan, and was attended by 30 presidents and other representatives from top Indian and Japanese universities (20 from Japan and 10 from India) , as well as three relevant institutions and three Japanese companies that do business in India. Also in attendance were H.E. Sibi George, Ambassador of India to Japan, H.E. Hiroshi Suzuki, Ambassador of Japan to India, and the Senior Deputy Minister of the Ministry of Education, Culture, Sports, Science, and Technology of Japan.

As strategic partners, promoting cooperation between Japan and India in science, technology, and academia, especially in the development of young human resources and brain circulation, is of vital importance for the development of both countries. At the inaugural Japan−India University Forum, which was held in January this year, the two nations confirmed their support for further strengthening and expanding research and human resource exchanges between the two countries, encouraging efforts to this end, and continuing the forum to discuss the development of future cooperation. This marked the second forum to be held.

The theme of the forum was "Promotion of Brain Circulation between Japan and India," and it explored ways to realize the contents of the declaration confirmed at the first meeting. The first part of the forum featured keynote speeches by the presidents of the University of Tokyo and the Indian Institute of Technology (IIT) Hyderabad, as well as representatives of Suzuki Motor Corporation and Fujitsu Limited, which operate in India. Their speeches touched on studying abroad, cooperation on human resource development, and collaboration between industry and academia. In addition, round−table discussions were held to exchange opinions on two themes: environmental improvements in order to expand the number of foreign exchange students and researchers from India, and industry−academia cooperation for human resource mobility. One of the features of the forum was the participation of companies that have entered the Indian market or are motivated to hire human resources from India, and discussions were held on the promotion of industry−academia−government collaboration between Japan and India.

In the second part of the forum, over 40 individual meetings were held to give Japanese and Indian universities seeking to realize concrete cooperation and exchange a way to engage in dialogue, providing an opportunity for specific collaboration. It is hoped that this forum will accelerate brain circulation between Japan and India and lead to closer cooperation with sufficient quality and quantity.
